  1. HOW IN THE WORLD HAS IT BEEN NOT CLOSELY MONITORED FOR THEIR VIOLATION GIVEN ITS’ LOCALE?  IT IS KNOWN TO BE LOCATED WITHIN ONE MILE OF LOW-INCOME,MOSTLY MINORITY RESIDENTS AND RIGHT BEHIND A PUBLIC SCHOOL.  THIS KNOWLEDGE DOES NOT SAY, BUT I GUARANTEE IT WAS KNOWN ALL ALONG AND NOT JUST RECENTLY.  WHAT THE POWERS TO BE SHOULD BE CHECKING-OUT THE ILLNESSES OF THOSE RESIDING IN THE SURROUNDING AREA AS WELL AS STUDENTS AND STAFFING OF CARRIGAN SCHOOL. THERE MUST BE MUCH MORE ACCOUNTABILITY TO THIS MATTER THAN CLEAN-UP AND FINES PAID (THAT’S IGNORED)TO THE STATE.  THESE PEOPLE MATTER AND THEIR MEDICAL CARE MATTERS. ESPECIALLY TO BOTH THEIR HEALTH CARE AND POCKET-BOOKS. THIS IS HEART WRENCHING.
