Four LabXpress facilities have been ordered closed and the owners fined for operating without a state-issued license.

The state Department of Public Health on Jan. 14, fined the owners Andrei Brel and Anton Brel $1,200 for collecting and storing blood samples at an unlicensed facility.

In the cease and desist consent order signed, the Brels admit that during the period of Jan. 4-6 that they operated a facility, drew blood from patients and processed the specimens without the licenses to do so. They were ordered to cease operations at their drawing facilities in New Britain, Manchester and West Hartford and their lab in Wethersfield.

The Brels submitted an application for a license on Jan. 6, but it was rejected because the application was illegible and contained inaccurate information, the order notes.
